Procedure of Embassy attestation in India for Foreign issued documents.

If you were living in foreign or abroad and some of your documents are of foreign origin or issued in that country where you were living and now you want to apply for any other foreign country where you have been asked for attestation/legalization of your documents, then below information can be of your help:

  • First get your documents attested by consulate of the country where you were living and your documents are issued. Every country has their Embassy/Consulate in India so you can contact the respective consulate/Embassy for knowing the procedure and fees if applicable.
  • Once you are done with the attestation of Embassy/consulate on your documents, you should now get your document attested by Ministry of External Affairs, Delhi.
  • After these two attestations now you are ready to apply for the attestation by the Embassy where you are planning to apply long term Visa.

Note: In most of the cases this is the procedure prescribed by Embassies but it’s better to contact the Embassy/Consulate where you have to apply your visa to know the exact procedure. Or otherwise you can write to me or contact me to get you more specific details best to my knowledge.

How to get my foreign university issued degree/certificate/diploma attested by UAE Embassy in Delhi?

If you have graduated from a foreign university/college/school and your educational document is of foreign origin and now you have requirement of Embassy attestation by the Embassy of country where you are planning to apply for long term visa for your further studies, work, research or filing PR then below information can be of use to you:

  • Get your document first attested by the respective Consulate/Embassy in India from where your documents have been issued. For Example, if you have done any course in France and your Diploma is issued by French Institute then you should contact the consulate/Embassy of France in India for attestation of your degree/certificate/diploma.
  • Now once you have got the above mentioned attestation, you can proceed for MEA attestation by Ministry of External Affairs in Delhi.
  • Once above two attestations are done, then you are ready to apply for UAE attestation done by UAE Embassy in Delhi.

I am applying for student Visa at Spain Embassy, do i need to submit Criminal record certificate or Police clearance certificate issued from the foreign country where i studied my masters ?

Criminal record certificate or Police clearance certificate is required if your stay in that country was of more than 6 months but if stay is of less than 6 months than it is not required. Also, it shall be translated and legalized from the Spain Embassy same as your PCC issued from Regional Passport Office. Kindly be noted that PCC issued from Regional passport office is only valid and Police clearance issued by Superintendent of Police or Police station is not considered valid with most of the Schengen countries.

Note: In most of the cases this is the procedure followed but it’s better to contact the concerned Embassy/Consulate where you have to apply your visa to know the exact procedure. Or otherwise you can write to me or contact me to get you more specific details best to my knowledge.

India-Costa Rica Relations
India and Costa Rica enjoy friendly and cordial relations even though high level bilateral interactions have been minimal. Costa Rica supported India’s stand on Kashmir at the United Nations in 1993 and 1994 and was one of the very few countries that committed themselves towards voting against Pakistan’s draft resolution on Kashmir at the UNCHR in Geneva in 1994. Costa Rica shares commonality of views on all bilateral and multilateral issues except that of the UNSC expansion. Being a member of the Coffee Club, Costa Rica does not support the G-4 Resolution on the UNSC reforms since it does not allegedly promote the interests of the smaller countries.

Following India’s appointment of an Honorary Consul in San Jose in 1995, Costa Rica reciprocated by opening an Honorary Consulate in New Delhi in 1996. In 2007, Costa Rica announced its intention to open its Embassy in India (Costa Rica had earlier intended to open its Embassy in India in 1990 following dismissal of its Honorary Consulate in Bombay and Calcutta). Costa Rica opened its Embassy in New Delhi in April 2010 and sent a senior official as Charge d’ Affaires in June 2010. Ambassador of Costa Rica assumed office in New Delhi in June 2011.

Visa & Consular Matters
In July 2006, Costa Rica relaxed its visa regime by removing India from Consultada [prior reference] category and allowing visitors from India to enter Costa Rica without visa for a period of 30 days. However, in December 2006, the visa regulations in respect of visitors from India were again revised and India was put in the Consular [visa on application] category. The Consulate of Costa Rica in New Delhi is authorized to issue Visas for 30 days to Indians who wish to visit Costa Rica without making a reference to the Costa Rican Ministry in San Jose. In August 2007, the visa regime for Indians wishing to visit Costa Rica was further relaxed when Indian nationals with valid US or Shenzhen Visas were allowed to enter Costa Rica without a Costa Rican Visa.
